How to get the best enchanted books?

I was wondering how to get good enchanted books. I'm not talking about fire aspect, or anything. I mean, high level enchants, like Sharpness V. Is there any way to get these reliably?
Some people are suggesting AFK fishing is the easiest way, but is it? Also it was working fine with old versions of Minecraft but apparently they've changed that…
If anything it'll get you sharpness IV a few times then just gotta add them to two different swords and boom easy V. Not a hard build to make and it'll give you plenty of books and other things as well.
